I am ready to start fitting the new rocker in my 70 and have a question. Being as the original was spot welded and I cant replicate this, should i just drill 5/16 dia holes every 4" or so and weld thru to the inner rocker and floorpan?

yeah there called plug welds its a common practice to replace spot welds.

That is how you would do it, but not every 4". More like every one and a half to two inches.
