What modifactions and backspacing do i need to fit 17X9.5 front wheels? And what is the maximim diameter tire i can run? I plan on putting an Eibach sping kit in.

With 5.5" backspace,17x9.5's will fit your 72. If you're running tubular A-arms,you can run a little more;i.e. 5.75"-6".
How tall a tire do you want to run? I'm running 275/40/17's on the front of my 69 and those are 25.7" diameter.

its a 72. not not a lift, it is a drop. i want to put as tall a tire as i can with the 1 inch drop as possible. and will i have to shave the lip on the fender, or will it fit stock? is there any thing else i would have to do to get it to fit?

If you stay with a 40 series aspect ratio front tire 26" tall or shorter,you shouldn't have a clearance problem. Anything taller and all bets are off.
On my 69 El Camino,I'm running 17x9 fronts w/5" backspace and 275/40 tires with about a 3" drop. Still running the stock inner fenders,also.

if i grind away some of the fender lip can i fit a 17x10? the wheels i like dont come in 17x9 or 9.5

You seem determined to grind stuff. :D
Unless you're running tubular control arms,I'm not sure you can fit a 17x10 on the front. That size would need at least 5.75" backspace and stock A-arms would probably hit.

SC&C uppers and either Global West or BMR lowers would be a good start.
