I painted my Gem Top about a month ago with Sherwin Williams Ultra 7000 and it really smells strong, especially when sitting in the sun. I shot three medium coats of basecoat and two heavy coats of 635 clear. It was not cut and buffed. I waited 20-30 minutes between coats. What is going on?

Believe it or not that is solvents flashing off! That isn't "normal", but common. You applied it too wet, used too slow of solvent, SOMETHING trapped solvents in the film which is now coming out.

You want to know the best part? It will likely loose gloss, AKA "Dieback". Rebuffing it after it has fully flashed and cured should do the trick.

I just re-read my post and it should have said "it was not cut and buffed".

Cutting and buffing helps, especially if it is left to "breath" after "cutting" for a day or so before it is buffed.
