I see the bolts along the lip of the bottom of the bumper, I think I can get those no problem.
But the upper bolts, the ones with the chrome heads, any special technique for those? Just stick and extension up there and hope for the best?

I'd suggest spraying all the nuts and threads with penetrating oil and wait about 5 minutes, apply another coating of penetrating oil, then get your extension up there and try to put pressure on the head with your thumb to keep the bolt in the square hole so it wont strip and hope for the best. For the front bumper,take the front bolts out of the bumper bracket to the frame, and loosen the rear bolts so that the adjustment washers move freely, but not out. The bumper will swing downward. You should be able to get to them then.
The rear bumper has to come completely off the car. The contours of the body, and the shape of the bumper won't let you swing it down.
