Is por-15 alot better for a small section of rust on a body panel than permatex extend rust treatment that turns the rust black ?

YES!!!!!!!
Those rust "converter" products really can't compare to POR-15. They will not permantly stop the rust like POR-15 will.

If you treat the metal with por-15 and then if some gets sanded off do you have to give it another coat or does the first coat take care of it ? How long do you have to wait before you can sand more or prime?

If I understand you correctly, you want to use Por 15 on an exterior body panel. This is a great product, but it's not intended for use as a topcoat or as a primer underneath a color coat. If you have rusty panels, the best thing to do is to cut out the rust and replace the rusted section of the panel with new metal. The most effective use for Por 15 on a body panel is to apply it to the back side of the panel, since this where the rust usually starts. On the outside, you sand, prime, and paint just like you always have. As for applying multiple coats of Por 15, you recoat when the surface has dried to the point where it's not tacky or sticky. When you drag your finger across it and it feels like the metal is grabbing your finger, that's when it's safe to recoat.

As Randy said above, NONE of the rust stuff is for exterior body surfaces. Exterior surfaces need to have the rust mechanically removed then treated with either an etching solution followed by primer surfacer, or;
A self etching primer followed by a primer/surfacer.
Surfaces that you can't reach,won't see or don't much care about a slick surface can be coated with Por-15 or another similar product. I just used Eastwood's new Rust Encapsulator and I prefer it over anything else out there. It even comes off o your hands! Forget about those rust convertors when working on your Chevelle.
