I'm re-installing my vent windows (wind wings in my part of the country) and there was some sticky goo in the door frame where the angled part of the vent window frame goes. Is that stuff the black weather strip adhesive? Do I just shoot a bead of that ashesive in there and re-install the vent window?

BTW, installing these is a real pain in the rump. Any wisdom on how to get it in, engage the window glass and leave some paint on the door?

I believe the "goo" you are referring to is Butyl, was used primarily for windshield and backglass installations, and the vent window channel. You can purchase butyl in a calk tube from most part stores or body shop suppliers.
Oops, after reading your post again, I don't think your talking about the glass install into the vent channel?....

I've got the vent windows assembled. I'm putting the assembly back into the door.

I noticed that on mine too. Mine was still soft and plyable, so I figured that it was just put on by a past owner.

I don't think it is weatherstrip adhesive, as that stuff is pretty hard after it dries.

I just molded the original gooo back after I reinstalled my vent frame. You could probably use some black silicon gasket adhesive if you can't use the old stuff.
