There is a area on my fender where it appears that the clear coat has been burnt. It looks like a whiteish line. I think the person that did it got a little crazy with the buffer. Is it possible to wetsand out this mistake? If so what grit should I use?

Sounds like a buffer burn, but a picture would help.
Will wet sanding remove it? Yes it will, but it depends on how much clear coat you have on and how deep the burn is as to weather or not you'll go through the Clear coat. Be carefull! I'd go with 2,000 grit paper, wet sand and wipe it with a rubber sueegee often to look at it. Be very light with the buffer after that! Use a lot of compound (perfect it?) when your buffing/polishing.

after you sand it out cant you just clear the whole fender again so you dont have to worry about how thin the clear is in that spot?
