I'm going to get my car painted and half the body guys want to strip the paint right off to the metal and the other half said it would be fine to sand and paint. The paint is about 5-6 yrs old, the paint is good, not flaking or anything, but the job was crappy. There is a lot of dirt in the paint and it's not the straightest. When I took a piece of fine sand paper and gently rubbed the paint it came out the color of the paint so it's not BC/CC but I not sure what's been sprayed on there.

I don't want to pay for anything I don't need(it's double the price to strip it right down) but I don't want my paint to fall off either.
Any help would be great.

The best thing is to start with bare steel. If you don't want to spend the extra money to have them strip it, do it yourself. It's better than painting over, who knows how many coats of paint and have the new paint fail in the future because of what's under it.

strip it IMO, if this is a keeper you'll be glad you did.
