this happened on my 68-malibu, the problem was the horn buttom was sticking on the steering wheel causing the horn to blow. check yours for proper operation with a voltmeter.(horn-unhooked).

curcuit is being completed (grounded) have you had the steering wheel apart? If so uyou may have pinched a wire to ground in there. Or you horn button itself is stuck.

Here is a link to a paper on how to diagnose a horn problem. It was written specifically for 1969 and later Chevelles but I am quite sure that the basics are the same. The 1969 column has several more wires coming out of the column compared to the earlier column with the crescent shaped connector.
