Okay,
I have some light surface rust on areas such as behind the kick panels and the underside of the dash. I really don't want to have to blast everything...
Can I really just paint right over all the rust with Por -15 and be okay? There are no pits, flakes or real rot, just surface rust...
Can it really be used over areas of more significant rust without blasting, etc?
I guess I will use this stuff to coat my frame...
Maybe I should order their starter kit...

Yes, you really can paint right over the rust. Dont think of POR-15 as paint because it works differntly. The only thing about painting over a really rusty surface is that it will not be as smooth looking when it dries. POR-15 is amazing stuff, and at $100/gal it better be.

A chemist got on one of these threads once. He basically said POR won't kill the rust, it will stop oxygen from causing more damage. Dries to a very hard surface folks say.
I would clean out the rust first. Then treat it with some form of phosphoric acid, clean it up and then seal it with POR. Just my 2¢.
I've used the acid treatment. It stops rust and leaves a coating. You can buy it by the gallon. Don't remember the name of the stuff. Saw it online once For small jobs, I buy it locally from Canadian Tire.
Here's the link I found once:

That surface rust is normal because GM didn't paint those pieces. I wouldn't loose any sleep over it.....every GM car has that same condition.
You could spray it with metal prep and just wipe the surface rust off.

POR will work in keeping the rust from continuing however I am told it is and encapsulator - contact this company I beleive they have a product that chemically transforms the rust as well as encapsulate.

My bodyshop manager swears by por15. We do alot of resto work and 95% of the vehicles that we do get the product on it. Right now my 65 is being redone and were in the process of spraying the complete under body and frame with por15. This is not an advertisement for the product but it is good. If you guys have any questions sent me an e-mail an I'll have my manager get back to you.

Just go over the rusty areas with a wire brush or fine samdpaper to remove any loose stuff, use the Metal Ready solution, and apply the Por per instructions.
