NHRA rules state that it has to be easily accessable and visable from the rear of the car. If you don't want to drill the rear bumper, make a plate that hides behind the license plate / gas door. When you run at the track, fab a little arm that holds the license plate down so you can see the switch. It's legal, and you won't notice it for street use so you can use it as an extra anti-theft kill switch when you go to the store.

i have put mine in the rear val. panel, with 3" exhaust, your ex. must be tucked up pretty tight(i drilled a 1 3/16 hole in the panel, up as high as i could so it wouldnt hit the bumper bracket)
the idea behind the tag sounds pretty good-i know a guy that drilled thru the tag/bracket, cops got him for defacing tag-lol
i saw another deal where it was just level with the rear bumper(vertical) all you could see was the knob, but he had a sticker at the bottom of the bumper and they deemed it was legal
