I have a title but the names are blacked out. However, the title numbers for Arizona and California are there. Is ther any way to find out who the registered owners were for those two states using only the title numbers?

I think privacy laws protect those people from prying eye's. Only dully authorized law enforcement would have access to that info.

Arizona may provide that information to you if you show them proof that you are the current owner. You will need to provide the title number off the old Arizona title, not just the VIN. Check out the ADOT website for contact information. If not, they will forward your contact information to previous owner of record, and it will be up to them to contact you.

By the way, the AZ title indicates a title only, it was never registered in Arizona. So there won't be any registration information, just an owner of record.
Arizona will also have a copy of the old California pink slip in its file that you should be able to obtain. Be prepared to pay fees for these records.

I contacted the Arizona Title Division and they said they could not give out any information as it was considered confidential.

This is a quote from a year ago when I was trying to get information about a car I did not own. I have added the bold font to the selected text.
"
We may not have the information you require as we only retain ten years of vehicle records, and our records only contain certain information. We would only have the year that Arizona issued the title and if an Arkansas title was surrendered in the filmed history if the vehicle was titled in Arizona within the last ten years. To obtain this information, you must be the vehicle owner or by a consent to release from the owner of record. The information can be obtained thru the mail using the Motor Vehicle Record Request form."
I am making a further inquiry and will let you know what I am told.

OK, here is the email chain from my inquiry. Read bottom first. I think you should fill out the form and include a copy of your current Maine title showing you are the current owner. If this individual is the current title holder he can request a title history as long as the form is filled out accurately and the reason must be stated.
Will a title history include these documents or does the vehicle owner specifically have to request them or do we not provide this??? Thanks!

Can copies of the fronts and backs of all previous titles to a vehicle be obtained if I am the current owner of the vehicle, or do confidentiality laws prohibit that?
