After removing the interior panels from the rear passenger area of my 71, I looked at the backside of the rear quarters over the top of the rear wheels and noticed that the sealer is dried out and that several chunks are missing. After I clean this out and apply Por to the backside, what kind of sealer do I need to put back in there to keep water out?

3M has a soft set seam sealer or a urethane seam sealer. the soft set can come in a tube(for caulking) or bucket(for brushing on). The urethane takes a special type caulking gun and is somewhat expensive but it will last forever I believe.
