I have a friend that selling his 70amp 110volt arc welder for 30 bucks is this a good welder to to weld up some patch panels and fab some custom headers? thanks

I would say your going to have a rough time on sheetmetal with that vs. a mig welder but I am not saying it can't be done. There were some tech tips in regards to this on the front page.
