I've got some cracks in my Elky's wheel and was going to repair them with the POR Putty then paint it.Is there a special type of paint needed for the plastic wheels?Black.

In my experience it seems just about any automotive paint will bite into the older steering wheel plastics. The biggest problem with repairing these is the expansion and contraction of the metal ring within the plastic will most often times cause the wheel to crack again. My best luck has been to use a plastic welder first to weld the cracks then sand the area and apply plastic bumper repair material then shape to contour followed by some sandable primer. A permanent type paint flex additive would also be advisable like those offered by PPG and Sikkens.

I'm using the POR putty.
Before you start work, take a degreaser and remove all the oils from the steering wheel.
The suggested method is to "v" out the crack, and drill a hole at each end of the crack. Fill with POR putty and use water to smooth. I use a small pic to recreate detail lines before it cures.
Sand the whole wheel, then use a flexible bumper primer. Don't go crazy, just get an even coat. I had a pint of Urethane mixed up at my local paint supplier in the SEM auto plastic dye line.
It's sprayable, without hardener.
I have fixed several wheels, but not painted any. It's easy to repair a new crack, so I plan to keep a spare wheel after I paint a couple in the house all ready to go.
I have not heard anything about the repop 69/70 wheels that's worth what they ask based on repairing what I have.
I believe you can repair/paint 2, fix a couple more for resale for what a repop costs. ;)
