I replaced the relay ,test the horns. So far so good. Put the steering wheels parts on and as soon as you hook the battery back up ,it goes off. Take insulator back off and horn stops.
any info on what I should do next.
Thanks

Make sure the wire inside the steering wheel cover that connects to the horn button is'nt pinched or grounding out.

Well...the neihbors would probably appreciate it if you disconnected the horns and connected a test light while searching for the problem.:D
Is the contact "disc" positioned on the insulator correctly?
How 'bout the spring loaded contact that passes thru the wheel?
Spring touching the hub of the steering wheel when you install the disc and insulator?
Seems to me I had to make a sleeve out of a plastic drinking straw or something similar on one of my cars to prevent that.
Might have used a piece of shrink tubing.

I had this problem last week. It turned out that I pinched the black wire on my harness that went through my steering column. Did not look cut but pinched the wire pretty good. Swapped out the harness and problem was solved.

Good Luck!

The spring plate that sits in the chrome shroud. It has 2 tabs on it to connect to the buttons on the shroud. .That metal plate is like domed.Which way does it go back in .Dome up or Dome down..........I do not have a center horn button.

The 2 wire connectors that go to the tabs on the spring plate have to be tight to the wire connectors on the push buttons..Sometimes the horn works and sometimes it doesn,t The connectors can be moved when I touch them with a screw driver.

If you don't have a center horn button what do you have? Does the spring plate have the plastic insulator under it? This piece is round like the spring plate and has an raised edge that the spring plate sits inside of. The spring plate is installed dome up. This whole assembly is held in place with a plastic ring that has three holes equally spaced around it that the screws go through to hold the assembly in place. Do you have horn buttons on the wheel chrome shroud? And these are the wires you are attaching to the sprint plate? These wires should fit tight on the spring dome tabs. If not, close up the connector a little bit on them.

I think the tabs on the spring plate are not tight. I can move them with a screwdriver.
