We are trying to decide which engine to build for a 1970 El Camino. Currently the car has a tired 350 2 barrel, with a TH350 trans. But I have a 454 sitting in the garage just waiting to be rebuilt and be put to good use. How much more would the 454 cost to build? Both would get the usual cam, intake, 4 barrel carb, headers etc. And which engine would make the car more valuable?

this months issue of car craft they have "cheap builds" for 500 hp. it would be easier power with the 454, it wouild cost more then the 350 depending on how far you want to go with power..

If you configure the engines similiarly (parts wise), a big block will really not end up costing much more, it can likely be kept within 10% or so of the small block, but you'll end up with more power than the sbc so it tends to even out.
A big block would likely increase the value of a car as well, but value is dependent upon the owner or potential buyer.

The 454 block that I have is already machined and the crank is done also, so that money would be saved. But what would a set of brackets and pulleys cost? The car has AC, and power steering. Also where is a good source for brackets and pulleys?

I got my stock big block brackets from classic industries and the serpentine pullies from summit.

Nothing like the torque of a big block or the cool factor of popping the hood and seeing those massive valve covers...
