You wanted to post this in the bug hunt section, but I just heard something like this on Jeff Levy's radio show. Since you are running W98, I assume you have an older computer. He suggested it was the on board battery. When the battery dies, your computer loses the bios settings. Once your machine is on, and you reset it, it boots up OK, right? Replace that battery and it should help.
Its on the main board. If you need help, I'm sure you can find a kid to help you. Don't put big bucks in the machine, however, since its running W98 its gotta be pretty old. Microsoft doesn't even support it anymore.

If you plan on keeping the computer, I would at least upgrade to W2000, which is still supportable and will likely run most of your W98 programs and components. If you upgrade to XP, you will have even more issues with software and hardware compatibility.

Like the error message states, you need to press F1 to resume. That might start the computer, or it might just reboot it again and bring the same message back. If that happens, you need to run setup. To get into setup, you need to know what key to press during boot. Many computer bios will tell you during boot which key to press (Example: press ESC for setup). Do what your bios instructs you to do so you can get into setup. If you don't get a prompt as to which key to press during boot, try the common ones, ESC, F10, F1, F2 until you get in.
Once you are in setup, look for the section that lets the computer detect the IDE drives. Once it detects the hard drive, it should boot again, but will likely lose that information again as soon as it is powered off.
Like was already mentioned, this usually happens when the bios battery on the motherboard dies. You will likely need to replace the battery to get it to store that information about the hard drive for the future.
