Move the steering box thru its full range of motion and find the center of travel. Once you have that, center the steering wheel and you're ready to put it all back together.

I know that this is correct for 1969 and later GM steering systems. I assume that it is correct for earlier GM vehicles.
With the gear exactly on center (right in the middle of travel as explained above), the flexible coupling will have its stop pins at 6 and 12 o'clock when viewed from the driver seat. The bolt that clamps the flex coupling flange to the gear input shaft will be vertical and passing through the 9 o'clock position. It will have its head pointing straight up so that you can reach the head with your socket by leaning over your front fender.
Now, when you attach your steering column flange to the flexible coupling, your steering wheel should be positioned correctly. Later flexible couplings had two different sized attaching bolts sticking out toward the driver. The column flange had matching holes so that the flange could be attached to the flexible coupling in only one position.
Earlier flex coupling and flange hardware used the same sized bolts and therefore it was possible to attach the column to the gear with the steering wheel upside down. I think that the stop pins were different sizes but the hardware could still be misassembled.
