68's will only have the holes if the car it came from was so equipped, it will however have the template for the screw holes for the rubber grommet. 68-72 will interchange, but it is my understanding the 70+ have one or two bolt locations absent on 68-69 models. JN

Are we talking about inner wheel wells. If so remember some are plastic and some are metal.
