i have a 72 chevelle, i was tracking some dead battery leads and found out the the whole left side of my fuse block has power when the key is in th eoff position and the right side has no power when key is off, is this correct?

Yes, that is correct. The main power into the panel is on the left side. From the column, 3 wires run back to the fuse block to power the ignition and accessory hot fuses on the right side of the block. These wires are dependent on the key position. Good luck!
