Once rust starts, does it continue on its own, or does it need water? I have a couple of minor bubbles and was wondering if I kept the car inside and out of rainstorms, maybe the rust would stop growing. For wood to rot, it needs to be subjected to continuous moisture.

Once the rust has started it will continue to grow. The only way to stop it is remove the rust. Just keeping the car inside wont stop the rust as rust is iron oxide and all it needs is oxygen to continue on with its chemical process. Yes keeping it inside and not exposed to moisture will help slow it down but STOP it...Eric

Where are your rust bubbles? Are the noticeable?

To corrode you need oxygen and water. If you keep it dry in the garage you won't notice much change in the rust. It's been an on going experiment with my Camaro for 20 years now.
