When installing carpet, does the front edge of the carpet go over or under the rubber lip that runs underneath the evap/heater box? My logic says under, because over looks unfinished. What say you?

I agree: under is correct.

I've had two completely original 69 chevelles and both carpets went under the front rubber pad, but not by much. The original fit was much better on the car with a bench seat. The chevelle with buckets and a console had a poorly fit front carpet (lots of wrinkles). I know it was original because it had the factory date and color tag still stapled to it.
