We use a Master tongue lock with the boat trailer, then pass a cable through the spokes on the wheels if it's going to sit unattended for a while. Those tongue locks are darn near indestructable. Most of the time when the boat is on the trailer not on a job it sits in locked guarded storage anyway.

I was going to make a homemade one for cheap. Take a 1/4" plate with a big enough diameter to cover you tongue. Drill a hole in the center and weld in a hitch ball.

We use the one that slides up in where the ball goes... haven't had any problems so far...

Our Scout Troop stores it's camping trailer outdoors 25 days a month at our sponsoring Church. Don't know who makes it or if it's homemade, but imagine about a 6" high wheel "chock", with a permanent welded "U" that hooks into the backside of the wheel. There's another "U" that slides into the chock from the outside, with provisions for a padlock.

Best of both worlds... it won't roll, and you can't drive with it on - a "Denver Boot & wheel chock in one".
(It doesn't stop someone from unbolting the wheel, taking the spare and bolting it on/driving off, but that'd take a lot of time & tools.)
