Could possibly be a warranty transmission. CTE could be the equivilent of a "CE" engine code. Chevrolet Transmission Exchange. The 39737 could be a tracking number.

Dave's explaination sounds good. I would agree that it is 1968, but there seems to be an extra number and an unusual code at the end. P86B16E; 1968 model year, extra 6?, Feb. 16 assembly date, shift code. ABC codes not used until 1969 model year, but starting in 1967 some transmissions used a D or N shift code so the E is unusual too.

looks like a 68 M-21 to me but i agree that there are two extra charicters in that code that have me stumped.
