Since I now have no Edelbrock parts on my car I guess it is time to get rid of the Edel. valve covers. I have a set of plain chrome covers lying around that are still in really good shape. The chrome has seen better days but there is no rust or damage. I would like to paint them with the same Rust-oleum bright alum. finish I did on my master cylinder and brake booster. Do I just need to face up the surface or take it all the way down to bare metal?

Just rough up the surface with fine sandpaper, light sandblast, or scotchbrite - whatever you have available.
Clean it well, and shoot away.I like to use a tack cloth after cleaning and sanding.
