You may want to try someone that rebuilds or reman's '67 steering columns

That exploded view diagram is in the Chiltons manual for Chevelles. I do not have an electronic copy but do have the manual.

No picture available but here is where to find some.

Go to page 9-4 of the 67 Chevrolet Chassis Service Manual and look at figure 7. That will show you the parts and assembly under the steering wheel.

The Original Parts Group 2006 catalog has a picture of the 1967 Chevelle SS Horn Cap Install Kit, page 97. If you have the two buttons out on the spokes of the steering wheel, you have a SS deluxe Steering Wheel.

Looking at the picture in my catalog on page 97, the parts assembly order after you have put the steering wheel on and the steering wheel washer and nut, is as follows:
Plastic insulating ring (lower right white ring in catalog picture)
spring steel round piece with 2 ears (upper left in picture)
Steel horn button holder ring (Upper right in picture)
plastic ring with 3 screw holes (Upper middle in picture)
3 screws through all of the above (not pictured)
rubber ring slips onto steel horn button holder (lower left in picture)
horn button slips onto rubber ring ( not in picture)

Hope this helps
