I have a 70 SS and the charging system is charging at 14.9V at idle. So I changed the battery thinking it might have bad cell plates, that made no difference. I then changed the regulator, still no difference and charging at 14.9V. Any help would be appreciated.

What kind of meter are you using? Try you meter on another car and see what it reads. If the meter is correct, do you have the small ground wire from the battery to the fender?

no the small ground from the battery is not hooked up, its cut off.

This could be your problem (if the meter is correct) as it provides ground for the front end, which would include the regulator. Make sure the regulator is grounded too. Also make sure the batterys fulled charged, if the battery is low, charging voltage will be a little higher till its fully charged.
