With the throttle to the floor my 71 seems to lack power.However with slightly less throttle it suddenly seems to pick up much more power. Is this an indication of an overly rich condition? I dont notice alot of black smoke coming out.This is a Carter AFB and I dont remember the exact jet size in the secondaries but normal driving seems fine.any ideas?(600 cfm)

Can't help with the Carter, but- have you done a plug check? You'll need to kill the engine while symtoms are occuring(WOT, under load) and coast to a stop w-out turning it over or cracking the throttle. Pull your plugs and inspect them for rich, lean or perfect air/fuel ratio. You can then tune accordingly.

You might check that the throttle plates are not going over center at WOT. Not likely but something to check.
