Someone in my 'velles history did some weird things to the wiring. First off the headlights themselves are placed opposite from stock(low beams inner bulbs, high beams outer bulbs) and pretty much wired and mounted to stay like that. They also made little jumper ground wires coming off the headlight plug and grounding to the core support. Is this an upgrade or am I allowed to cut these?

I just got a new harness and it had the grounds from the headlghts to core support.

Don't cut them! Thats where they go. I had one of these ground connections break free and it results in a very dim headlight on that side.

My recommendation is to maintain the ground to the core support but to use larger wire. Also make sure the connections are very good here. This is a relatively high power circuit and any resistance in the connections will cause a heat build up. The simple crimp-on terminals on my grounds were melted for this reason.
This is also a good place to insert a serrated washer for positive contact.
