Where can I purchase wiring pigtails with the plastic plug for the alternator and external voltage regulator?

The plug and wires for the alternator are available at many auto parts stores in the "help" section (about $4). The one for the regulator might come from NAPA, as they seem to have a good catalog of sockets and so on. Might even try a dealer for that regulator connector body, but that would be a long shot. Have you looked in the salvage yards for the regulator connector? These should last a long time as they do not get tampered with as much as the alternator connector.

Any Napa should have both those pigtails in stock, as well as most of the other connectors and light sockets you might need...

They were not in stock, but were ordered and in the next day.
