how do you get the bushings out of the a-arms , and when you do ,what is the procedure on putting them back.

They need to be pressed in and out. Do not take an air chisel to them you will just ruin the arms. See this link. http://www.leverfamilysite.com/Spacers_and_Shims_Page.htm

My upper arms: I squirted some liquid wrench on them and let them sit for a few minutes.. and they gingerly tapped right out, with little effort.

The Lower Arms: I collapsed the bushings and they fell out.

Bother arms however.. I had the bushings pressed in by a machine shop, basically because it saved me a lot of time.
