Thanks to all you guys I solved my problem. I was able to remove the tap using a tap extractor and finished the hole.

Glad to hear ya got it. I needed to post this where I know you would see it. Are you still looking for a fan shroud for the car? My friend found a little shop on Walnut in Pasadena(1 block north of Colorado where they run the Rose Parade) a place called Crown City Radiators they have shrouds that bolt right up they dont look exactly like stock ones but its functional.
