The other day while pushing on my hood I noticed it had alot of flex in it.I got to looking,and at the end of the hinge there is a small rip in the sheet metal next to the hinge.Could this be welded without warping the hood.Is there some other fix like a brace or something.Thanks for any input.

as long as the inner skin isn't touching the outer skin the paint should be ok for a quick spot weld. Drill a small hole( 1/8) at the end of the crack to keep it from continuing.
Commonly called stop-drilling.
Also give those hinges a good lube thats why your hood is cracking
