What are your plans with the car? Frame off?

Sandblast the frame and treat against rust; galvanize, powdercoat or POR15.

I defiantly suggest doing a frame-off. It's very hard work and more expensive, but the results are worth it. You don't want that surface rust turning into holes. Not only that but if your frame is rusty, most likely so is your body mounts and suspension. Buy a factory assembly manual for your year model and start the process! Once you get it down to the frame get it sandblasted or do it yourself, put fresh bushings and mounts, rework the suspension system, and then clean that body right up! Good luck!

If you want a show/concours correct car, sand blast and/or paint it. If you want total protection from rust for the rest of your natural (or unnatural) life, galvanize it and paint it(search the BODY forum on the word "galvanizer") . Both require doing a frame-off effort. If you want the quick and dirty solution, just POR-15 it with the body on (not recommended by me for total protection).
