will a 69 chevelle front bumper fit a 68???

Yes the 69 bumper will fit a 68 if you use the bumper brackets from the 69 bumper. My 69 was wrecked at some point and had a 68 bumper on it. Of course the bumper is different and will not look right for a 68, but will look better than nothing or a smashed 68 bumper.

If you mount a '69 bumper to a '68, you'll have to relocate the reverse lights. The '69 bumper does not have cut-outs for the reverse lights like the '68 bumper has. If you go ahead and do this, you can probably mount your '68 reverse lights (if you have them) beneath the '69 bumper or cut some holes in it to mount them.

Disregard what I wrote above, I misread the original post as referring to the rear bumper, not the front. Sorry.
