Lets say that I have blocked the panels and am going to lay on a sealer coat before painting... if there are spots that are thin but not bare metal should I reprime or is it ok to sealcoat over the panel??

You should only have to spot prime again if the metal spot is large. But not if you just rubbed through a little. However, if you have taken it to any bondo reprime it. Paint does not like bondo.
