I have a new GM fender. It has the black type of primer on it from the manufacturer. Can I just shoot 2 part epoxy primer over this finish or do I have to remove it or rough it up first?

1st, before you even take paper to it, clean it with a degreaser (dish soap) Then, Rough it up evenly with 320 grit paper. I'd even wet-sand it. Keep your greasy fingers off of the panel until you prime it!

We use a red scotch bright with DX-330 on it to ruff it up and then primer over or seal.

That "e coat" primer is zinc rich and is a GREAT base for any undercoats. This is NOT the old junk primer that they used to put on the replacemnt parts. Just scuff it or sand it with 320 as mentioned and prime.
