the cowl tag number of my chevelle is 70-13667BL00196 but the vin # is 136670L173512 the build date is 02D. why is the cowl tag state 196 chevelle built witch seems right for 4wk in Feb '70,but 173512 built by the vin #?

The "00196" is the fisher body sequence number, and it never has any relation to the VIN.

The body number was assigned by the central office as dealer orders were sent to the plant. The VIN is assigned as the order is broadcast to the final asssembly plant. Meaning the body number came before the VIN, the computer assigned a VIN when it was scheduled for build.
In early years the body number was sequential but as the GMAD took over assembly plant operations during 1969 they started to do things differently.
