They have something called "WebSite Tonight" that I think lets you build and host simple websites without requiring you to have any real technical knowledge or web authoring software. I'd look at that.

MS Frontpage is included as part of Office and is very easy to use.

Most web hosting services offer a basic plan for under 10 bucks/month.
