Does everybody dilute 2 parts water to 1 acid as per directions? Rinse with water or just wipe dry? I guess what I mean is does everyone follow the directions on the bottle to a T?

Why bother with metal conditioner? Unless you have some sort of special application situation, simply use a good two part etching primer. Whole lot simpler.

I`m using it to clean up some minor rust on the floor pans & will follow up with etching primer. Or isn`t this right?

You'd better read your tech sheet to be sure - the etching primer I'm using strictly recommends NOT to do what you are doing.
