First thing I`d check would be take a test light to the positive wire inside the low beam light socket and see if the socket has power when low beam headlights are on. Then if you have power there make sure the plugs are on the backs of the lights securely. Sometimes the prongs inside the plugs move out of the holders and don`t make a positive contact. Try those first and see what the results are.

Well you obviously have power to the dimmer... and grounds to the headlights.
I would recommend getting a basic test light the probing the circuit to see where you do and do not have power:
1. Low beam output of dimmer switch - likely good.
2. Passenger compartment side of firewall bulkhead.
3. Engine side of firewall bulkhead.
4. Headlight socket.
Not too much that can go wrong here. You have verified that all 4 lights are on on high beam?
first thing to check is make sure the low beam bulbs are not blowed.

You might want to check the dimmer switch that happens alot.
