: Curing the rust problem

I've done my fair share of body work and I'm comfortable repairing small/large panels. However, I have noticed two areas that are going to be very difficult to repair. The first one is on the driver 1/4 by the gas tank opening on an elky. This is where the 1/4 panel mates up with the body and usually spot welded. The other is at the bottom of the 1/4 towards the back of the car (I didn't have the covers that seal out rain and moisture on the car and I think this has made it worse)

The panel is in pretty good shape and I really don't want to have to cut the entire 1/4 out just for these tiny rust bubbles. I would like to repaint the entire car and I am worried that these are going to come back. Rust always comes back with a vengance.

So, anyone have any good ideas to fix the tiny bubbles without hacking it to pieces?

If they are small enough spots the POR-15 products will work if used as they recommend.

Here is a picture of the part which has rust. It's the area right below where the gas tank opening meets to the body and is spot welded. Should I grind down with 36 grit and then apply epoxy primer?

If you could post some pictures of the actual damage, it would be more helpful.
