Can somebody tell me how these are connected together the inner and outters to the trunk and quarter on a 69? i think the top lip is just spot welded but i duno

Yeh;
You are right they are spot welded.

The 1/4's are spot welded to the outer housing on the underside of the wheel opening, where the wheelwell molding would be attached.
