I have a '68 SS which I have just completely repainted. I am wondering if there is supposed to be a gasket under the side marker / "396" bezel? I don't remember one being there the first time I restored the car in 1985.

You can order a body paint seal set, it will include them. OPG and probably any other supplier like Ground Up, NPD, Year One, etc., have them seperate or as a kit.
Double check that they are for an SS.

One of the gasket kits I looked at had a small gasket which looked like it would work with the '68 side marker bezel for a 6-cylinder car. Does anyone know if there is a gasket which works with the larger 8-cylinder bezels?

GM never used any gaskets behind marker light bezels...not in 68 or 69, or any other year that i know of. I dont know who ever decided to start producing them, but they are definitely incorrect if you're going for originality.
