after restoring my gas tank I want to make the gas tank straps as they were when new. My question is are they painted black or kept the steel color(bare metal)?

They were painted black.

I had this exact question several months ago, but relative to a 69. Don't know if it would be the same for 70's. The general consensus was either natural or black would be correct. Mine are natural.
