I don't think so. I believe those are from when smileys were used in a topic that was started on the previous version of the forum software.

If you are asking about why you don't see the smileys it is your setup. I looked at your profile and you are using the basic editor. You need to go to the USERCP page and set it to WYSIWYG editor and the smileys will show up. HTH :)
