After spraying the last coat of primer is it neccessary to sand it one more time or can the color be applied over cured non sanded primer? and aftre the color is on what grit is best to use for wet sanding prior to clear coat?

You need to sand that last coat of primer with 400grit wet or dry. Sand it wet. and with a sanding block so you don't creat low spots.
As for sanding the clear. Wet sand it with 1500 grit.WET.
Then buff with a foam pad and perfect it III compound. Followed by a 3m glaze for swirl removal With a softer pad. Pads can be had from 3M..

Depends on the primer/paint you are using. Some are supposed to be non-sanding and even wet on wet. Check with the paint shop...

Don't sand the base coat. Big no no.
Just make sure you clear over the base say within 12 hours after applying the base coat.
I like to clear within an hour of shooting the final base coat.
