After polishing and repainting the inner black stripe on the body side moldings for my 69. I began spraying them with Sherwin -Williams clear acrylic. The black paint began bubbling up like it was hit with stripper.

did you polish or scuff the parts before if you painted them. if you polished them the paint probably lifted polish has oils in it that is any painters worst enemy

I would say that you have an incompatibility situation between two paint manufactures. The base solvent of the clear doesn't like the paint already on the car. http://www.thenebula.com/carpics/pics/checked.gif
