Does the radiator need to be painted with high temp paint or can regular paint be used?

High temp paint does help. Without it, it becomes tacky when hot and material will leave imprints in it if you lean on it in that condition. Just remember not to lay it on to thick which inhibits the cooling effect.

Try the Eastwood's radiator paint. I used it on my radiator and it turned out great.

A good urethane paint like PPG concept works fine.

We're not talking aluminum rad are we? I've heard and read that painting an aluminum will retain heat and not allow to cool as well.

This is what Mattson Radiator told me when I asked the same question. You will have to spray several coats at different angles to get good coverage on the fins & tubes.
